Responsibilities

The Recipient Rights Advisor facilitates the prevention, investigation, and monitoring of patients’ rights. The Recipient Rights Advisor shall be subordinate only to the Director and have unimpeded access to all the following: All programs and services operated or under contract with appropriate CMH programs. All staff employed or under contract with appropriate CMH programs. All evidence necessary to conduct a thorough investigation or to fulfill its monitoring functions.

 

The Recipient Rights Advisor shall be equipped and familiar with the following documents: The Michigan Mental Health Code, The Administrative Rules, Whistleblowers’ Protection Act 4-69, American with Disabilities Act, Michigan Handicapper Civil Rights Act 220, Elliott-Larsen Civil Rights Act 453, Laws on Michigan protection and advocacy, Public Act 32 and 224 (Report to Law Enforcement, Police), Summary of Abuse and Neglect Reporting Requirements, Adequate supply of Recipient Rights booklets, Recipient Bill of Rights, CMH Recipient Rights complaint forms, CMH Report of Investigative Findings, Incident Report Forms, and “You Have the Right” poster.  

Qualifications

EDUCATION, EXPERIENCE, TRAINING
 
1. Bachelor’s Degree in psychiatry or related experience preferred but not required
2. Will not provide direct patient care.
3. Minimum of two years’ experience in mental health field.
4. Experience and training in patient rights, working knowledge of the Michigan Mental Health Code and Administrative Rules.
5. Current BCLS (AHA) upon hire and maintain current.
6. Familiarity with medical and psychological terminology preferred.
7. Within 3 months of hire shall attend Basic Skills I and II
8. Within 3 months of hire shall receive Developing Effective Rights Training (DERT)
9. Shall receive annual training as required
