Directs hospital wide purchasing and Material Management functions with responsibilities for hospital purchasing, inventory control, material systems and financial controls. The Manager of Materials provides professional support in the areas of supply processing, distribution, purchasing, receiving and inventory management. The primary objective is to manage and control the flow of supplies and equipment from acquisition to disposition. Areas of emphasis include supply and capital budgets, inventory control, asset management and adherence to organizational and GPO contracts for supplies and equipment. Responsible for department budget adherence and requisite review and analysis of departmental operations reports. The Manager is also responsible for the attendance and participation in designated hospital committees. Assures that department operations adhere to guidelines per the state, accreditation agencies and all other agencies.
Responsible for establishing and maintaining hospital policies for Purchasing, Receiving, Warehousing, General Stores and Supply Distribution
Responsible for the supervision and direction of staff, including recruitment, job duties, orientation, hiring, discipline.
Work with identified prime vendors and distributors to develop and implement various inventory controls and tracking mechanisms, distribution systems involving the hospital and medical sites if required.
Responsible for hospital wide compliance to organizational contracts and National Purchasing agreements. Also responsible for the standardization of products and equipment throughout the hospital.
Negotiates with outside supply and equipment vendors. Interviews and screens new vendors and the introduction of new products to the company.
Assists in the planning and budgeting phases of all hospital wide supply and equipment purchases, as well as provide various cost and usage reports as required.
Create, implement and maintain hospital wide system of supply cost containment, instrument and equipment control.
Establish physical inventory policy for hospital and supervise the implementation of this policy.
Assists in the capital budget planning process at the direction of administration.
Responsible for the implementation of the appropriate Policies and Procedure Manuals within the Material Management department.
Develops and implements inventory control system.
Conducts regular staff meetings and inservice programs for staff.
Oversees departmental competency program.
Assists staff in resolving department problems.
Completes all employee evaluations timely.
Monitors employee attendance; insures employees attend Mandatory Education and other programs/training as required by the hospital.
Conducts monthly department meetings
Assures department staff is scheduled according to department policies.
Plans new programs/procedures that enhance financial services.
Develops department goals with input from staff.
Assures complete, accurate payroll is submitted at designated times.
Demonstrates 24 hour accountability for department needs.
Negotiates best price possible for acquisition of equipment and supplies.
Analyzes monthly reports and identifies interventions as appropriate.
Contributes ongoing department information for individual knowledge and skill development.
Identifies problems and counsels staff in a timely and equitable manner.
Documents all counseling/disciplinary activities according to Human Resource policies and procedures.
Reviews role expectations for prospective employees during the interview process using job description, department standard and policies.
Understands and incorporates hospital philosophies into the department operational plan and goals, and assures that staff members understand philosophies.
Interprets for staff roles of department and hospital personnel to ensure productive relationships.
Adheres to department budget
Supervises the procurement of all supplies, services and equipment through a centralized purchasing process.
Ensures the Materials Distributed System reports accurate and appropriate data, which interfaces with the G/L.
Audits purchase orders for accuracy and compliance with policy and procedures.
Studies and reviews utilization of supplies and equipment within the institution.
Coordinates asset management activity with the Accounting Department.
Reviews and makes appropriate recommendations in reference to all new supplies and equipment for the department and the entire hospital.
Responsible for the controlling, counting and reporting of all hospital supply inventories.
Performs other duties as assigned or required.
EDUCATION, EXPERIENCE, TRAINING
1. Minimum of five years management experience in Material Management in an acute care facility preferred.
2. Bachelor’s degree or sufficient equivalent experience in Materials Management.
3. Must be computer literate and have working experience using software used in Materials Management.
4. Effective negotiation skills and analytical ability.
